NRC ACCEPTANCE OF REVISED CONSUMERS POWER COMPANY'S QUALITY ASSURANCE TOPICAL REPORT The Hoffman/Haass letter of November 30, 1981, submitted a complete updating of Consumers Power Company's (CPC) topical report, CPC-2, " Quality Assurance Pro-gram Description for Operational Nuclear Power Plants," for staff review and approval.

CPC-2 revises the topical report to reflect organizational and pro-grammatic changes and commitments to current regulatory guides.

Based on our evaluation of the proposed changes. described in CPC-2, we find that your revised topical report continues to meet the criteria of Appendix B V

to 10 CFR Part 50.

Therefore, your revised topical report is acceptable, and you may implement it upon issuance of the revision. We do not intend to repeat our review of this topical report when it is referenced in an application unless changes occur in our acceptance criteria.

To use the topical report in future license applications, CPC need only reference this topical report in Section 17 of the Safety Analysis Report.

In addition, this QA program may be implemented immediately on all ongoing activities.

In this regard, identify in your transmittal letter those nuclear power plants that v' will be covered by CPC-2.

Should regulatory criteria or regulations change such that our conclusions about l

this topical report are invalidated, we will notify you.

You will be given the opportunity to revise and resubmit i t should you so desire.

Programmatic and orgaaizational changes by CPC to this topical report are to be submitted to NRC l

for review within 30 days of the change.

Please include a copy-of this letter i

and the enclosed topical report evaluation in your report, renumber the report CPC-2A, and resubmit 36 copies.
