The referenced report states in Sections 1.7 an
.4.4 that the NRC Staff is not satisfied with the analysis of ice thrust forces on the essential service water system (ESWS) intake and outlet structures.
The basis for the analysis is described in the Callaway FSAR Site Addendum Section 3.8.4.3.1, Table 3.8-2 and in response to NRC question 240.4C.
A 100-year ice thickness was combined with a safe shutdown earthquake and a combination of loads from many other postulated severe conditions to assure adequate design of the ESWS.
The referenced report states that a 25 year, ice thickness should be combined with other e::treme environmental events such as an SSE.
We feel the criteria we have already used is at least as conservative as that criteria proposed by the NRC.

The original calculation used mean monthly temperatures

for December, January, and February to determine ice thickness.
The referenced report states that the Staff does not consider this method to be conservative.
It is unde' stood that the NRC Staff prefers daily mean temperatures to be used.
In addition the Staff reported that upper limit ice forces (i.e. probable (yC)f maximum ice) should be considered.
The attached raport is a summary of calculations performed for the Callaway retention pond.
The 25-year ice thickness and forces were calculated.
In addition, the forces t l from the probable maximum ice were calculated.
The recurrence interval of degree days used is based on daily average temperatures.
Based on the application of ice loads calculated in the attached report, it has been determined that the ESW pump house structure is capable of wi thstanding the ice thrust loads associated with the probable maximum ice condition and remaining within design allowables.

ULNRC-Page 2 structure is capable of withstanding the combined loads resulting from the 25 year recurring ice condition and an SSE and remain within design allowables.
Note that the 2.4 ksf for 24 inches of ice described in the FSAR equates to 4.8 kips per linear foot (the units used in the attached report).
