BORON DILUTION ACCIDENTS IN MODE 6 - YANKEE N % #,a By letter dated July 22, 1981, the Commission issued Amendment No. 69 to your license to incorporate provisions into the Technical Specifications required for operation with the refueled Core XV. The safety evaluation associated with this amendment reviewed the analyses performed by Yankee regarding boron dilution accidents in all possible plant operational modes (Modes 1 through 6) and concluded that these analyses were acceptable.

A recent staff review of your submittal and our evaluation has determined that for operation in Mode 6 (Refueling), the operator action time availa-ble between the receipt of an alarm and the time when shutdown margin will be lost is not consistent with the time listed in Paragraph II.2.d of Standard Review Plan (SRP) 15.4.6.

Specifically, the SRP states that 30 minutes should be available while your submittal of March 26, 1981, indicates that at least 20 minutes is available. Operation in all other modes remains acceptable. We, therefore, request that, prior to your next. entry into

- Mode 6, you provide an analysis to demonstrate that the operators have 30 minutes available after an alarm to terminate a boron dilution accident, assuming the worst single failure. The analysis should be accompanied by appropriate changes to the Technical Specifications, if necessary. Please contact us if you have any questions.
