Virgil C. Sunmer Nuclear Station Docket No. 50/395 Full Ccxrpliance with Safeguards Information Rule

Dear Mr. Denton:

The final rule on " Requirements for the Protection of Safeguards Information," 10 CFR 73.21, was published in the October 22, 1981 issue of the Federal Register. The date given at that time for full inplementation of the rule was January 20, 1982.

The South Carolina Electric and Gas Ccrrpany, (SCE&G) acting for itself and as agent for the South Carolina Public Service Authority, will require additional time to achieve full conpliance and requests that the " full ccxrpliance" date be extended frcxn January 20, 1982, to -

October 15, 1982. This request is necessary because insufficient tine was allowed between the publishing of the final rule and the date full conpliance was required to acccxrplish the following activities:

1.

Draft, review, nodify and approve inplementing procedures.

2.

Train enployees and contractor personnel on required protective measures.

3.

Review large volunes of material that are potentially Safeguards Information and identify, collect and mark (or destroy) material that is determined to be Safeguards Information.

4.

Order and install GSA-approved equiprent which has90-120 day lead times.

The situation at the Virgil C. Sunmer Nuclear Station was further conplicated by the fact that early informal contacts with NRC personnel indicated that nuclear units under construction were not covered by the rule. This information later proved to be incorrect but w1s costly in terms of time lost that could have been applied to acconplishing the items listed above.
