6.4 TRAINING 6.4.1 A retraining and replacement training program for the unit, staff shall be maintained under the direction of the appropriate Assistant Plant Superintendent and shall meet or exceed the requirements and reccommendations of Section 5.5 of ANSI N18.1-1971 and Appendix "A" of 10 CFR Part 55 and the supplemental requirements specified in Section A and C of Enclosure 1 of the March 28,1980 NRC letter to all licensees, and shall include familiarization with relevant ~

industry operational experience identified by the ISEG.

6.5 REVIEW AND AUDIT

5.5.0 The Manager of Power is responsible for the safe operation of all TVA power plants. The functional organization for Review and Audit is shown on Figure 6.2-1.

6.5.1 PLANT OPERATIONS REVIEW COMMITTEE (PORC)

FUNCTION 6.5.1.1 The PORC shall function to advise the Plant Superintendent on all

. matters related to nuclear safety.

i. Review of the Plant Physical Security Plan and implementing procedures and shall submit recommended changes to the Nuclear Safety Review Board.

j. Review of the Site Radiological Emergency Plan and implementing procedures and shall submit recommended changes to the Nuclear Safety Review Board.
k. Review of every unplanned onsite release of radioactive material to the environs including the preparation and forwarding of reports covering evaluation, recommendations and disposition of the corrective action to prevent recurrence to the Director, Nuclear Power Division and to the Nuclear Safety Review Board.
1. Review of changes to the radwaste treatment systems.
m. Review of meeting minutes of the Radiological Assessment Review Committee (RARC).

AUTHORITY 6.5.1.7 The PORC shall:

ei Recommend in writing to the Plant Superintendent approval or ,

disapproval of items considered under 6.5.1.6(a) through (d) above.

b. Render determinations in writing with regard to whether or not each item considered under 6.5.1.6(a) through (d) above constitutes an unreviewed. safety question.
c. Provide written notification within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to the Director, Nuclear Power Division and the Nuclear Safety Review Board of disagreement between the PORC and the Plant Superintendent; however, the Plant Superintendent shall have responsibility for resolution of such disagreements pursuant to 6.1.1 above.

RECORDS 6.5.1.8 The PORC shall maintain written minutes of each PORC meeting that, at a minimum, document the results of all PORC activities performed under the responsibility and authority provisions of these technical specifications.

Copies shall be provided to the Director, Nuclear Power Division and the Nuclear Safety Review Board.

6.5.2 NUCLEAR SAFETY REVIEW BOARD (NSRB) r FUNCTION 6.5.2.1 The NSRB shall function to provide independent review and audit of designated activities in the areas of:

ADMINISTRATIVE CONTROLS ALTERNATES 6.5.1.3 All alternate members shall be appointed in writing by the PORC Chairman to serve on a temporary basis; however, no more than two alternates shall participate as voting members in PORC activities at any one time.

MEETING FREOUENCY 6.5.1.4 The PORC shall meet at regular monthly intervals and as convened by the PORC Chairman or his designated alternate.

6.5.1.5 The minimum quorum of the PORC necessary for the perf#.aance of the PORC responsibility and authority provisions of these technical specifications shall consist of the Chairman or his designated alternate and five members including alternates.

RESPONSIBILITIES 6.5.1.6 The PORC shall be responsible for:

a. Review of 1) all procedures required by Specification 6.8.1 and changes thereto, 2) all programs required by Specification 6.8.5 and changes thereto, 3) any other proposed procedures or changes

ENCLOSURE 2 I JUSTIFICATION FOR PROPOSED CHANGES TO SEQUOYAH' NUCLEAR PLANT (SNP)

UNIT 1/2 TECHNICAL SPECIFICATIONS The purpose of this proposed change to the SNP unit 1 and 2 technical specifications to reflect the recent SNP reorganization and to make. the PORC membership consistent with other TVA plants. The reorganization within the Division of Nuclear Power (NUC PR) established three assistant Plant Superintendents as indicated on Figure 6.2-2. Each of these superintendents is responsible for the training and/or retraining of that respective portion of the unit staff under his supervision. ,
