Gentlemen:

This refers to the inspection conducted by Messrs. J. R. Boardman and

M. E. Murphy of our staff during the period December 14-17, 1981, of

activities authorized by HRC Facility Operating Licenses DPR-51 and

NPF-6 for the Arkansas Nuclear One Units 1 and 2, and to the discussions

of the findings by the inspectors with members of your staff at the

conclusion of the inspection.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report. Within these areas, the inspection consisted of

selective examination of procedures and representative mcords, interviews

with personnel, and observations by the inspectors.

During this inspection, it was found that certain of your activities were

not conducted in full compliance with NRC requirements. Consequently, you

are required to respond to this matter, in writing, in accordance with the

,

provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2

Title 10,fics contained in the' Notice of Violation enclosed with this

Oode of Federal Regulations.

Your responses should be based on

Two new unresolved items are discussed in paragraphs 4 and 7 of the enclosed
