NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERAIMG LICENSE The U. S. Nuclear Regulatory Ccemission (the Ccemission) lias issued Amendment No. 72 to Facility Operating License No. CPR-65 issued to the Northeast Nuclear Energy Company, the Connecticut Light and Power Company, the Hartford Electric Light Company, and the Western Massachusetts Electric Company (the licensee), whicn revised Technical Specifications for operation of the Millstene Nuclear Power Statien, Unit No. 2 (the facility) located in the Town of Waterford, Connecticut. The amendment is effective as of its date of issuance.
The amendment consists of changes to the Technical Specifications related to:
Mode 6 reactivity control, Boration requirements, Special test peak linear heat rate, RTO response time testing, I
Containment purge valves actuation, e
ESFAS trip setpoints, w
s i
Core barrel monitoring, Ventilation system HEPA filters, and

. The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),
and the Commission's rules and regulations. The Cc: mission has made appropriate findings as required by the Act and the Cc:missien's rules and regulations in 10 CFR Chapter I, shich are set forth in the licesse amendment. Prior public notice of this amendment was not recuired since the amendment does not involve a significant haiards censideration.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact.and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration,and envircnmental impact appraisal. need not.be prepared in connection with issuance of this amendment.
