Dear Mr. O'Reilly:

Carolina Power & Light Company submitted its response to the violation addressed in IE Inspection Report 50-324/81-29 and 50-325/81-29 on December 18, 1981. Following additional reviews of that response and discussion with Mr. L. W. Garner, BSEP Resident Inspector, we now wish to amend that response as follows:

Violation (Severity Level V)

Technical Specification 6.8.1.a requires written procedures to be-established for items recommended in Appendix A of NRC Regulatory Guide 1.33.

written procedure.

l Contrary to the above, written procedures for safety-related annunciators were not established in that as of October 7, 1981, no alarm procedures had been established for hi and hi hi flood level in residual heat removal, core spray and high pressure coolant injection rooms.

Carolina Power & Light Company acknowledges that this was a violation _of NRC requirements. These procedures were included with a number of other l

procedures that were in the process of being written, due to various plant modifications, but had not been completed. These procedures were approved and implemented on November 9, 1981.

James P. O'Reilly February 11, 1982 A thorough review of all completed plant modifications on safety-related systems that have not had appropriate procedures revised has been completed.

All procedures affected by these modifications will be revised by August 1, 1982. To prevent the backlog now experienced at the-Brunswick Plant from reoccurring, plant procedures requiring revisions as a result of plant modifications will be revised within one month of the date the modification is declared operational where practical. Those procedures not revised within the one-month period will be revised in an expeditious manner and/or prior to its required use.
