As a result of the iriipection conducted on November 30 - December 4,1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980),

the following violation was identified.

10 CFR 50, Appendix B, Criterion X and the implementing section of the

Operational Quality Assurance Manual, MP&L - Topical-1, paragraph 10.4.2 requires that all. safety-related work authorizations be reviewed by the i

Plant Quality Supervisor for determination of any quality inspection requirements.

Plant Procedure 07-S-01-6, Rev. 2, Conduct of Maintenance Activities, Section 6.2.2(h) states that the Plant Quality Superintendent C

will perform aujuality review of all safety-related Maintenance Work Orders N

(MWO's), sign and cate the MWO, and return to the appropriate Maintenance Planner.
