MAEC-82/002, 12/29/82 This letter provides our response to NRC Violation Item 416/81-57-01 as transmitted by your letter MAEC-82/002, dated December 29, 1981.
I.
ADMISSION OR DENIAL OF THE ALLEGED VIOLATION Mississippi Power & Light concurs with the alleged violation in that Main-tenance Work Orde r (MWO) 005228 was issued as a Q. A. Type 3 Activity (Non-Safety Related) when, in fact, Safety Related Work was performed in violation of existing plant procedures.
II.
REASON FOR THE VIOLATION At the time of issue, MWO's issued for System Run-In (SRI) Support were issued to serve a manpower accounting function only. As per existing Plant Procedures, Safety Related Work was not to be performed without detailed instructions, which were not included with or part of SRI Work Orders.
Safety Related Work Activities were not intended to be performed under this type of MWO.
III.
CORRECTIVE ACTIONS TAKEN & RESULTS ACHIEVED A review was performed of the Maintenance Planners MWO Log Books. This review was performed to identify any MWO's, issued for SRI Support, that were still active in the field. An evaluation was then performed to determine which of these MWO'a. imued for SRI support, should be Safety Related. The 020211 should be classified Safety Related.

Mr. J. P. O'Railly AECM-82/47 Pags 2 of 3 The Maintenance Superintendent has been notified to recall and close out the affected MWO's.
Maintenance Engineering will review SRI MWO's on Safety-Related Systems as they are closed out and returned to Maintenance Planning. An additional review will be conducted of all closed out MWO's for SRI support on Safety Related Systems. MWO's on which physical work on Safety-Related Systems was documented will be transmitted to Plant Quality for af ter-the-fact review and inspection.
The Startup group will review the Test Supervisor's logs on Safety Related Systems to ensure that Field Reports have been written to document physical work recorded in the logs during the SRI phase of Startup activities.
IV.
CORRECTIVE STEPS TAKEN TO AVOID FURTHER VIOLATIONS MWO's for Safety Related Systems will be issued as QA Type 1, Safety Related, regardless of the intent on the MWo.
All Maintenance Section personnel will be trained on Procedure 07-S-01-6,
" Conduct of Maintenance Activities". This training will cover procedure, content, responsibilities, and programmatic controls that are applicable to the Maintenance Section.
V.
DATE TO ACHIEVE FULL COMPLIANCE Full compliance will be achieved by March 19, 1982.
