I.

INTRODUCTION

~

During the Appendix K reviews of some facil'itids initially considered, a detailed EI&C review was not performed.

Accordingly we intended to re-review the modified ECCS of these facilities to confirm that it is designed to meet the most 1,imiting single failure.

Several types of failure were considered as candidates for designation as the most limiting.

Because of the scope of the other SEP Topics, it was decided that, for the purpose of this study (and to reduce replication of effort on other SEP Topics),

the loss of a single.ac or de onsite power system was the most limiting failure.

Accordingly, this topic was limited to an evaluation of,the independence between the onsite power systems.

REVIEW CRITERIA The review criteria are presented in Section 2 of EG&G Report C683F,

" Independence of Redundant Onsite Power Systems."

\\c IV. REVIEW GUIDELINES The review guidelines are presented in Section 2 of Report EGG-EA-5755,

" Independence of Redundant Onsite Power Systems."

V.

EVALUATION As noted in the report, " Independence of Redundant Onsite Power Systems",

the separation and independence between redundant systems is not compromised by the onsite power system.

The review of docketed information and plant electrical drawings indicates that the Big Rock Point onsite ac and dc emergency power sources and distribution system meet the current licensing requirements for indepen-dence of onsite power systems and is in accordance with the Commission Memorandum and Order dated May 26, 1976.

In the Commission Memorandum and Order Big Rock Point (BRP) was granted a lifetime exemption from the single failure requirements of 10 CFR Part 50.46 and Appendix K, Paragraph I.D.1 as applied to a LOCA caused by a break in a core spray line and a concurrent single failure in the remaining core spray system.

Included in the order was a plant-life exemption from the requirement that the ECCS short-term and long-term cooling functions be invulnerable to a single failure which disables onsite power assuming offsite power is available. This was allowed in view of the high availability of offsite power at BRP, together with improved reliability of the onsite diesel and guaranteed availability of a backup diesel for long-term cooling. The Director's comments note that, in view of the~ small size of this plant compared with the system capacity, trips of the plant due to internal causes are relatively unlikely to cause a loss of offsite power.

VI.

CONCLUSION As a result of our review of our contractor's work the. staff concludes that the subject _ ac and dc systems are acceptable and satisfy the conditions of the exemption.
