This refers to the telephone conversation between you kdDMr. Starostic) of this office on February 11,1982,.and subsequent discusstoris ion ~ February 16, 1982 regarding action to be taken by Boston Edison Company p'rior ti restart from the current refueling outage. With regard to the matters discussed, we understand that you wil! take the following actions:

1.

Licensing Issues a.

Submit Technical Specification (TS) change requests for drywell temperature limits, safety relief valve leakage limits and other changes necessitated by plant design or procedural modifications, such as the surveillance requirements for the unit auxiliary breakers associated with scram logic trip circuitry.

Submittals on licensing issues should be made with enough lead time to allow for NRC review and approval. Accordingly, submittals should be made-approximately three weeks prior to the desired restart date.

b.

Submit response to NRR letter of January 27, 1982 requesting additional information on the nitrogen supply and purge system. This response-l is needed for NRC review and approval prior to plant startup.

c.

Submittals on selected licensing issues should be made prior to startup.

NRC approval is not required for these technical specifi-cation issues which include:

revised tabulation of automatic containment isolation valves revised surveillance requirements for systems listed in Amendment 42 I

Modified and/or Newly Installed Systems a.

Develop and implement pre-operation and system startup procedures that will verify proper installation and insure operation of systems important to safety that were modified or newly installed during the current refueling outage. System testing must be complete and deficiencies resolved prior to plant restart.

b.

Review and revise operating and surveillance procedures for systems that were modified or newly installed during the current refueling outage to ensure procedure compatability with installed systems.

c.

Conduct operator training on all systems that were modified or newly installed during the current refueling outage. Training will be completed prior to planned restart.

3.

Verification of Plant Status a.

Conduct a walkdown of all safety systems to include the following:

those which contain automatic and/or manual containment isolation valves, the emergency core cooling systems, and those portions of the containment atmosphere control system which pertain to nitrogen supply and containment purge.

Revise system operating and valve lineup procedures to reflect as-built system configuration prior to startup.

b.

Revise or modify safety system drawings (P& IDS) to indicate as-built conditions prior to startup.

c.

Review start-up test program to ensure that all safety related system logic component operability surveillances, in addition to post work testing, are included along with power ascension sur-veillances.

4.

Audit Deficiencies Review all open Boston Edison Company Quality Assurance audit deficiencies to determine their safety significance.

Deficiencies identified as affecting safety are to be corrected prior to planned restart.

5.

Public Notification System If the prompt public notification system required by 10 CFR SG 's not completely installed and tested before plant startup, identify appropriate compensatory measures that will be in place to insure adequate capability for notification of the public.

During the course.of implementing and satisfying these requirements, the NRC senior resident inspector shall be notified of such progress or delays encountered at least on a weekly basis. When the commitments discussed above have been l

properly implemented, provide your confit.ation in writing to this office of 1

the plant readiness for restart.
