Dear Mr. O'Reilly:

Florida Power Corporation responded on November 18, 1981, to a Notice of Violation stemming from NRC Inspection Report No. 81-19, item 3. Subsequent telephone conversations with the NRC staff resulted in a commitment to submit additional information to supplement that response. The additional information is hereby submitted.

The Notice of Violation involved a Technical Specification requirement of a monthly functional test on Reactor Protection System (RPS) instrument channels. Among the instrument channels involved are the Reactor Containment pressure channels.

According to Technical Specification definitions, a functional test of these channels involves injection of a simulated signal into the channel sensor to verify the operability of the channel. Contrary to the definition, a simulated pressure signal was not injected at the pressure switches at the time of the Notice of Violation.

Florida Power Corporation, in our response of November 18, 1981, concurred with the Notice of Violation and committed to correct the functional test method. This was accomplished by revising test procedure SP-110. The current procedure involves actually closing the Reactor Containment pressure switches to initiate a test signal.

  1. 3F-0182-19 Page 2 Members of the NRC staff subsequently requested that Florida Power Corporation submit additional information indicating that all Reactor Protection System instrument functional tests were bistable checked for similar deficiencies. Toward that end, test procedures involving inputs to the RPS.were checked and verified that they include actuation of the sensing device.
