Subject: ROUTINE NOVEMBER 17 - DECEMBER 31. 1981 RESIDENT SAFETY INSPECTION

This transmits inspection findings by Messrs. C. J. Cowgill and A. R. Blough at

the Peach Bottom Atomic Power Station, Delta, Pennsylvania. Those findings were

based on document reviews, interviews, measurements, and observation of activities,

and have been discussed with Mr. W. T. Ullrich of your staff.

An apparent Violation of your Limiting Conditions for Operation (LCO's) is cited

in Appendix A and assigned Severity Level III in accordance with Federal Register

Notice 45FR66754 (October 7,1980). A reply is required and should be prepared

in accordance with Appendix A.

It is exempt from the Office of Management and

Budget's clearance procedures under the Paperwork Reduction Act of 1980, PL 96 .

Section IV.B of 45FR66754 states that civil penalties are normally assessed for

Severity Level III Violations. .This LCO Violation involved operation of Unit 2

potential impact on the public'in 'this situation, it is indicative of a larger

problem. Please give special consideration in your reply to correcting the

repetitiveness of LCO Violations and to the steps you have taken or will take

to assure that operators are aware of the intent of LCO's and more knowledgeable

of their content.
