Suhjecf.2 LICENSEES NOT MEETING THE FEBRUARY 1, 1982 DATE FOR COMPLETION OF THE PROMPT PUBLIC NOTIFICATION SYSTEM M his s to inform the Comission that Notices of Violation were forwarded on Febru 12,1982 to 9 licensees covering 8 sites for the licensees failure to meet th February 1,1982 date for completion of _the prompt public notification system required by the revised emergency planning rule of 10 CFR 50.54(s)(2) and the revised Section IV.D.3 of Appendix E to 10 CFR 50.
Notices of Violation have been sent to the following licensees:
Duquesne Light Company--Beaver Valley, Pittsburgh, PA Boston Edison Company N/C Nuclear--Pilgr.im 1, Boston, MA Connecticut Yankee Atomic Power Company--Haddam Neck, Hartford, CT Philadelphia Electric Company--Peach Bottom 2 and 3, Philadelphia, PA Northeast Nuclear Energy Company--Millstone 1 and 2, Hartford, CT Consolidated Edison Company of New York, Inc.--Indian Point 2, New York, NY Power Authority of the State of New York CIndian Point 3, New York, NY GPU Nuclear Corporation--0yster Creek, Parsippany, NJ Sacramento Municipal Utility District--Rancho Seco, Sacramento, CA The remaining licensees have complied with the time schedule of the rule. The letter transmitting the Notice of Violation puts each addressee on notice that for facilities that are not in compliance on February 28, 1982, a daily civil penalty will be proposed subject to mitigation, if warranted, starting at $1000 per day on March 1,1982, escalating to $2,000 per day on April 1,1982, and escalating again on June 1, 1982 to $4,000 per day.
Each licensee is directed to respond within thirty days, or five days after achievement of compliance, whichever is later.
The office of public affairs plans to issue a press release.
