Dear Mr. Denton:

In Section 15.2.4 (page 15.2-21) of the Virgil C. Sununer Nuclear Station FSAR a catuitment is made to limit flow fran the reactor makeup water Immps to 150 gallons per minute. One of the methods discussed is by administrative controls to have only one plung available. South Carolina Electric and Gas Qmpany (SCE&G) also comitted to installirg a flow limiting orifice to ensure flow is limited to 150 gallons per minute. This position was found acceptable by the staff in SER Supplement 3.

After installing the orifice, plant tests were run to measure the flow rate. Measurements were taken with both plunps supplyinJ flow simultaneously (the maximum flow condition). '1he flow was approximately 120 gallons per minute.

Since the orifice now limits flow well below the 150 gallons per minute used in the analyses in ESAR section 15.2.4, SCE&G no longer requires administrative control to make one reactor makeup water pump unavailable. A marked up copy of ESAR page 15,2-1 is attached. This will be included in the next ESAR amendment. Also, Se Technical Specifications should reflect this change.

The boric acid from the boric acid tank is blended with primary grade water in the blender and the composition is determined by the preset flow rates of boric acid and primary grade vtter on the control board.

In order to dilute two separate operations are required:

1.

The operator must switch from the automatic makeup mode to the dilute mode; 2.

The start /stop switch is in the start position.

Omitting either step would prevent dilution.

The status of the 'RCS makeup is continuously available to the operator by:

1.

Indication of the boric acfd and blended flow rates, 2.

CVCS and RMWS pump status lights, 26 3.

Deviation alarms if the boric acid or blended flow rates deviate by more than 10% from the preset values, 4.

Source Range Neutron Flux - when reactor is suberitical; a.

High Flux at Shutdown Alarm. A separate alarm will be provided for each channel, b'.

Indicated Source Range Neutron Flux count rates, and c.

Audible Source Range Neutron Flux count rate.
