The staff has been informed of an error in fuel bundle calculations at Hatch Uni.t No.1 (the error is on the conservative side).

Similar errors have been found at Peach Bottom, although they are sufficiently different not to be considered a generic problem. The staff is following up on these incidents.

Grand Gulf ye un Eighteen out of thirty candidates for R0 and SR0 positions at-Grand Gulf passed the written and non-plant specific simulator examinations. All thirty candidates are expected to take the plant oral examination next week.

Transportation NRC published in the Federal Register final rule notices of amendments to Parts 71 and 73 that provide for advance notification to state governors of the transport of certain types of nuclear waste and spent fuel, respectively, through their states.

San Onofre Units 2 and 3 3

On January 11, 1982, the presiding ASLB issued a Partial Initial Decision authorizing the issuance of a license for fuel loading and low-power testing for Unit 2, subject to certain conditions.

Pilgrim Unit 2' On January 15, 1982, the presiding ASLB issued an Order in which it granted the applicant's request to withdraw the application for Unit 2 and terminate the proceeding.

o We were infonned on January 8,1982 that an error in constants, provided by General Electric (GE) for use in fuel bundle powerecalculations:

performed on the plant process computer, has been found at Hatch Unit No.1.

Hatch 1 has been shutdown since December 25, 1981 for a turbine inspection and restart is projected for the first week in February 1982. GE, in a phone conversation with the staff, stated that the safety significance is small and a maximum error of + 1% in the value of limits of MCPR, MAPLHGR and LHGR could result from the use of these incorrect constants.

In'a subsequent phone call on January 11,1982, the licensee reported that of the 12 most critical nodes examined, the error is on the conservative side.

~The staff is aware that there have been past similar errors in fuel c.

bundle power calculations affecting Peach Bottom Unit No. 3 during the

- previous fuel cycle; these errort have been corrected. In a phone call to GE on January 8,1982 we learned that although the incidents-appear similar tha.t they are sufficiently different not to be considered a generic problen_.

The staff is following up these incidents wit'h respect to safety significance and 'in regard to any potential generic cont.ern.

The EPA Middletown Office has not received the analytical l

results for Kr-85 measurements around the TMI site from the i

EPA's Counting Laboratory at Las Vegas, Nevada. When :these results becoine available, they will be included in a' subsequent repo rt.

No radiation above normally occurring background levels was detected in any of the samples collected from EPA's air and gamma rate networks during the period from January 6,1982 through January 14, 1982.

Borated Water Stor, age Tank Leak.

On Wednesday, January 13,1982, a leak was discovered from a 3/8 inch instrument line connected to i

the Borated Water Storage Tank (BWST)..It is estimated that the i

- +

leak may.have caused as much as 50 gallo_ns of radioactive water i

i

'to leak onto the ground.

The tank contained a mixture of pre-accident s

{

Unit 2 water, a substantial amount of water transferred from the Unit 1 BWST in March 1979, and some processed auxiliary building -

t water from EPICOR II.

The predominant radionuclides in the i

1 water include:

The groundwater around the BWSTJ I

is monitored by several sampling stations which were installed as l

part of the site groundwater monitoring system.

Water samples :

from selected groundwater monitoring points were taken on Thursday to determine the extent of the contamination.

Based on the cold ambient temperatures, the small quantity of the spill and the

' elatively low activity, it is not expected that the activity r

resulting from the leak will be detectable away from the immediate vicinity of the pipe.

The 3/8 inch line. failure is attributed :

to the cold weather.

The instrument line apparently froze and.

cracked after the electric heat tracing system which r.ormally heats i

s,

the line failed.

4.

Reactor Building Entries.

Reactor building (RB) entry 29 was completed i

i on Thursday,7snuary 14, 1982.

The major tasks performed during

~

i the entry included testing of the NI-2 neutron detector cables, survey of the electric table path for the polar crane power lift,?

and additional examinat'on of clues to evaluate the nature or the 1

hydrogr:n burn during the March 1979 accident.

The start of the gross decontamination experiment, which is a prerequisite activity for polar crane repair and reactor disassembly, l

has been delayed to February 1982.

The decontamination experiment was originally scheduled to be complet6d in December 1981.

Delays :

have been experienced in completing prerequisite activities to support the decontamination experiment.

Specifically, two,10 inch flanges which arr: to be installed at both ends of a spare RB penetration to route decontamination water into the RB have not been built due to engineering delays.

It is anticiptited that the flanges will be built and installed in time to support the decontamination experiment in February 1982.

The next RB entry is scheduled for the last week in January.

Following the decontamination experiment, the licensee plans to reduce the frequency of RB entries because of financial limitations.

The Panel plans to discuss alternative strategies for assuring financial resources 'to complete the TMI-2 cleanup.

js OFFICE OF NUCLEAR MATERIAL SAFETY AND' SAFEGUARDS Items of Interest Week Ending January 15, 1982 NUREG-0856, Draft Technical Position on Documentation of Models The High-Level Was'te Licensing Management Branch has published NUREG-0856, " Draft Technical Position on Documentation of Models." This report presents guidelines for documentation of computer programs which are to be used in support of a license application for high-level waste disposal. The Branch has also published a Federal Register notice requesting public comment on the report.

On January 6,1982, a final rule notice was published in the Federal Register of an amendment to 10 CFR Part 71 to provide advance notification to state governors of the transport of certain types of nuclear waste through their states. A com-panion final rule notice of an amendment to 10 CFR Part 73 covering advance noti-fication to state governors of the transport of, spent fuel through their states a

was also published. The amendment to 10 CFR Part 71 covers only large quantities of waste required to be shipped in Type B packaging.

Kerr-McGee A meeting was held with Kerr-McGee representatim on January 7,1982 to discuss:

1.

Our December 18, 1981 letter which requested that Kerr-McGee; submit a plan for the decontamination of Kress Creek.

2.

The. applicability of the Branch Technical Position to the Kress Creek -

situation.

Kerr-McGee was informed that 4 the concentration of radioactivity in soil in Option 1 in the Branch Technical Position should be the objective of Kress Creek cleanup i

efforts. Kerr-McGee was also infomed that higher soil concentrations could be proposed and that the staff would consider higher limits if adequate justification l

for limits were provided.

l The total quantity of soil along the creek that 'is contaminated is not known at present. Kerr-McGee was informed that further evaluation of the depth of contami-nation would be required and that Kerr-McGee was expected to perform this work.

It was agreed that. gamma radiation levels could be used as a general guide during i

cleanup activities.

l The broader question of Kerr-McGee responsibility for the cleanup of Kress Creek 1

was not discussed in detail because the Kerr-McGee legal representatives were not, at this time, prepared to address the subject.

Radiological Survey Results of Kress Creek A meeting was held with Dr. David Rosenbaum, President, Technical Analysis Corporation, to discuss radiological survey results of Kress Creek (near West Chicago, Illinois) and our criteria for acceptable levels of cleanup as given in the Branch Technical Position. Dr. Rosenbaum may be involved, on beh,alf of Kerr-McGee, in developing an engineering evaluation of the cleanup of Kress Creek.

Thor'um Fuel Cycle Reports Three contract reports dealing with regulatory and environmental aspects of thorium fuel cycles have been received from the Oak Ridge National Labor-atory for final review prior to publication. The reports are: " Comparison of the Radiological Impacts of Thorium and Uranium Nuclear Fuel Cycles,"

" Summary of the Radiological and Environmental Impacts of the Thorium Fuel Cycles," and " Regulatory Aspects of Thorium Fuel Cycles."

Data Bank Data from two Semiscale Natural Circulation Tests were added to the i

i data bank: ANC-1 and BNC-1. Also, more General Electric TLTA data were input:

Test 6441. Runs 3 atid 7.

Neptune data from Switzerland are expected to be entered into the 2

data bank very soon.

2D/3D As part of the 2D/3D Program assessment, the RES Office Director and the 2D/3D Program Manager are meeting with the representatives f

of FRG BMFT, GRS and KWU to decide to what extent USNRC should be involved in the German UPTF project. The detailed planning of the UPTF project is being reviewed and assessed as to how likely the UPTF will be completed as currently scheduled. The USNRC 2D/3D scope, particularly UPTF portion, will be determined c

over the next few weeks, based on the ab~ove review.

BWR Refill /Reflood 0

BWR/4 upper pl'enum idixing tests in the 30 Steam Sector Test y

Facility (SSTF) have shown results which may be relevant to the staff's evaluation of BWR/4 and 5 spray distribution. As in previous BWR/6 a

upper plenum mixing tests, the subcooled BWR/4 spray causes highly i

localized subcooling of upper plenum fluid above peripheral bundles.

This subcooling causes imediate subcooled CCFL breakdown in peripheral e

bundles and rapid draining of the upper plenum. After the upper I

plenum drains, however, a residual upper plenum level of 2-3 inches of water remains. This residual level is spread approximately i

uniformly over the top of the core. Thus, all bundles should receive cooling from above regardless of the spray distribution.

LOFT l-Work is continuing on replacing the center fuel assembly with the pressurized bundle for the L2-5 test. One of the two original instrument sets in the downcomer has now been replaced. The second instrument set is hanging up and a decision will be made this week whether to leave it in place or delay the schedule and remove the set. At the present time the first ATWS test, L9-3, is still planned

Last week two members of Representative Udall's congressional staff toured the LOFT, PBF and Semiscale facilities and received presentations l

on the three programs.

Taiwan Power Co. was contacted to reques't more information concerning the unexpected sharp peaks in the structural responses to SRV discharges measured during in-plant tests at Kuosheng I.

T. Lee is visiting Bechtel Corp., which is the A/E for this reactor, during the week of 1/18/82 to discuss the release of this data.

On January 11, 1982, the presiding ASLB issued a Partial Initial Decision in this OL proceeding. The ASLB authorized the issuance 'of a license for fuel loading and low-power testing (up to five percent of rated power) for Unit 2 subject to certain conditions.

Pilgrim Nuclear Power Station, Unit 2 On January 15, 1982, the presiding ASLB issued an Order in which it granted the applicants' request to withdraw the application for Unit 2 and terminate the proceeding.

On January 11, 1982, William Menczer, Regional State Liaison Officer, RIII, was in Rosemont, Illinois attending a meeting of the' Midwest Inter-state Compact on Low Level Radioactive Waste Group. The States of Illinoist Kansas, Minnesota, Michigan, Indiana, Ohio, Virginia, Missouri, Wisconsin, Kentucky and Iowa were represented. The Group reached agreement on the proposed language of the nine Compact articles and will review a final draft version during its next meeting on February 9, 1982.
