This refers to the routine safety inspection conducted by Mr. J. T. Shediosky

and Mr. D. R. Lipinski of this office on November 1, 1981 to January 2,

1982 at the Millstone Nuclear Power Station, Waterford, Connecticut of

activities authorized by NRC License Nos. DPR-21 and DPR-65 and to the

discussions of our findings held by Mr. J. T. Shedlosky with Mr. Mroczka

and other members of your staff at the conclusion of the inspection.

Areas examined during this inspection are describ?d in the Office of Inspection

and Enforcement Inspection Report which is enclosed with this letter.

Within these areas, the inspection consisted of selective examinations of

prc.edures and representative records, interviews with personnel, measurements

made by the inspector, and observations by the inspector.

Based on the results of this inspection, it appears that certain of your

activities were not conducted in full compliance with NRC requirements, as

set forth in the Notice of Violation, enclosed herewith as Appendix A.

These items of noncompliance have been categorized into the levels described

in the Federal Register Notice (45 FR 66754) dated October 7, 1980. You

are required to respond to this letter and in preparing your response, you

should follow the instructions in Appendix A.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosures will be placed in the NRC's Public Document

Room.

If this report contains any information that you (or your contractors)

believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary

that you (a) notify this office by telephone within ten (10) days from the

date of this letter of your intention to file a request for withholding;

and (b) submit within 25 days from the date of this letter a written application

to this office to withhold such information.

reasons on the basis which it is claimed that the information should be
