28402 Gentlemen:

This letter is in reference to our meeting of December 17, 1981, between Charles M. Vaughan-GE and Fred D. Fisher-NRC.

In that meeting the content of the GE-WMD Radiological Contingency Plan and the content and schedule for your response to the deficiency letter regarding that Plan were discussed at some length. Several conclusions were agreed upon. Those were:

1) The date for your response to the deficiency letter is extended to January 19, 1982. Your response should be in our hands on or before that date.
2) Chapters 1 and 2 of your Plan should be written in general terms and include only sumary descriptions sufficient to provide the necessary perspective on your plant operations, facilities and engineered safety features, %:luding detectors and alarms for promptly detecting releases and corrective measures. The descriptions need not be so specific and detailed that frequent changes will be needed to keep them up-to-date.

Implacenting procedures associated with chapters I and 2 can be included as appendices and, as such, can be excluded from l

incorporation into your license. The sumary infomation provided in l

Chapters 1 and 2 must be adequate, without any supplemental unincorporated appendices, to accomplish the purposes of those two chapters as specified l

in the " Standard Format and Content for Radiological Contingency Plans for Fuel Cycle and Materials Facilities" NUREG-0762 and, " Standard Review Plan for the Review of Radiological Contingency Plans for Fuel Cycle and Material Facilities", NUREG-0810.
