20234 centlemen:

The NDC has amended its regulations regarding energency preparedness planning renuirceents for test and research reactors to extend the dates for submittal of energency preparedness plans, 47 FR 19512.

Plans for test and research reactors larger than two negawatts must now be submitted by Septenher 6,1082.

Plans for reactors smaller than two regawatts continue to be due by Movember 3,1982.

Accordingly, subnittal of your integrated site-wide energency preparedness plan covering both your test and research reactor operations and your licensed raterial activities, as agreed to by you and the UPC sone tire ago, is now due by September 6,1982. That integrated plan must provide both the information required for your test and research reactor operations and the inforration requirements for radiological continoency planning relative to your licensed raterials activities as specified in " Standard Fomat and Content for Radiolonical Contingency Plans for Fuel Cycle and l'aterials Facilities," Mt' REG-0752 and " Standard Review Plan for the Review of Padiological Contingency Plans for Fuel Cycle and Materials Facilities,"

fil' REG-0310, enclosed.

If you so choose, you ray subnf t a separate radielogical contingency plan for your licensed raterial activities in accordance with the guidance cited above also by Septenber 6,1082. We urge you, however, to prepare and submit an integrated site-wide plan since a single plan would be expected to be operationally advantageous cor. pared to two separate plans.
