CRGR REVIEW 0F REGULATORY GUIDE 1.68.3, PRE 0PERATIONAL TESTING OF INSTRUMENT AND CONTROL AIR SYSTEMS At the request of R. Minogue, the CRGR at its sixth meeting on January 27, 1982, reviewed the subject Regulatory Guide. The Committee agreed that the potential for common mode failure, combined with the observed frequency I

of air service-related events, indicates that additional attention to l

air system testing is warranted. The staff advised the CRGR that an interoffice task group had been established with the objective of reviewing the need for design changes to improve air system reliability entirely l

separate from the RG 1.68.3 issuance.

It was noted that the subject RG had the potential for limited improvemant in reliability of air systems through improved testing procedures.

Accordingly, the CRGR recommends that the subject guide be approved subject to clarifying the guide's applicability and implementation. The i

Committee believed that the guide should be applicable to (1) the testing l

of air systems after major modifications or repairs are performed for post-OL plants when such modifications or repairs have the potential for degrading system performance, and (2) the initial preoperational testing for pre-OL plants except in those cases where approved test plans and procedures exist and testing is scheduled or in progress. The final wording of the implementation section should receive specific ELD review and concurrence.
