attests and deposes as follows:

My background, experience, education and responsibilities with Southern California Edison Company
(" Applicant") are set forth in the " Affidavit Of Kenneth P.
Baskin In Support Of Application For Exemption From Deadline 8202110064 820200 PDR ADOCK 05000206 G
1 To Install Certain Fire Safety Measures" executed on November 5, 1981 and filed with the Nuclear Regulatory 4
Commission on November 9, 1981.

On November 9, 1981,' Applicant filed an Application For Exemption From Deadline To Install Certain Fire Safety Measures, pursuant to 10 C.F.R. Section 50.12 (the " Application").
As supplemented on January 6, 1982, the Application requested an extension, to January 17, 1982, of the deadline to install certain permanent emergency lighting equipment at Applicant's San Onofre Nuclear Generating Station, Unit 1
(" SONGS 1").
The requested exemption was originally necessary due to delays in installation caused by 4
the unforeseen diversion of engineering and construction resources to other tasks.

Additional problems were encountered with installation and operation of the subject equipment, as summarized here.
On September 25, 1981, Applicant began installation of the emergency lighting system and on November 11, 1981, the installation of the equipment was complete.
Tests were undertaken at that time on the performance of the equipment, at which time the perfe,c-e shortfalls of the battery supplies were discovered.

December 3, 1981, the equipment vendor for the first time stated that the batteries in the emergency lighting system required cycling before the full eight-hour battery lifetime 2
could be achieved.
The vendor provided Applicant with instructions for such cycling, which Applicant found only to provide marginal improvement.
Further adjustments and testing were undertaken by the equipment vendor, and it was finally determined by the vendor in mid-January, 1982,*that the systems did not perform to specification due to poor battery quality.
At that time, the vendor agreed to replace the batteries, but lacked sufficient supplies.
A special production run of the batteries was ordered.
In the interim, Applicant implemented further 1
modification of the emergency lighting installations by i
reducing bulb wattage from 25 watts to 18 watts per unit and supplying additional batteries for certain units.
Applicant recharged and retested the units with the result that two-thirds of the units were able to supply eight-hour emergency lighting, with the remainder achieving at least six-hour performance.
These units remained in place and operational until replaced with the improved units.
The new higher capacity batteries have now been l
installed, the bulb wattage restored to 25 watts, and the lighting units now meet the eight-hour criterion.
Additional documentation regarding this installation must be completed prior to acceptance of the system by the station.
It is expected that these additional procedural steps will be completed by February 17, 1982.

9 Because the process of upgrading the units will require up to an additional month, Applicants are supplementing the Application to request that the deadline l
for installation of eight-hour emergency lighting be' extended l
to February 17, 1982.

As discussed in the-Application, extensive fire i
safety measures instituted at SONGS 1 assure that the extension requested in the Application will not endanger life or property or the common defense and security, and is otherwise in the public interest.
As discussed above, the implementation of emergency lighting at SONGS 1 is now practically completed, with the units providing an eight-hour supply.
An additional month, to complete correction of the i
technical problems with the emergency lighting equipment and to complete the required documentation, is in the public interest since it will allow an increase in the continuous duty capability of the emergency lighting units, while permitting continued operation of SONGS 1.

Additional time is necessary to install emer-gency lighting and complete required documentation at SONGS 1.
It is expected that installation and required paperwork can be completed by February 17, 1982.
