SECOND SUPPLEMENT TO APPLICATION FOR EXEMPTION FROM DEADLINE TO INSTALL CERTAIN FIRE SAFETY MEASURES On November 9, 1981, Southern California Edison Company (" Applicant") filed an Application For Exemption From Deadline To Install Certain Fire Safety Measures, pursuant to 10 C.F.R.

Applicant's San Onofre Nuclear Generating Station, Unit 1 1 ".,
(" SONGS 1").
The requested exemption was' originally I
necessary due to delays in installation caused'by the 7
unforeseen diversion of engineering and, construction resources to other tasks.
On January 6,,1982, Applicant supplemented the

Application to request that the deadline be furth'er extended l
u to January 17, 1982, pointing to problems of limited battery discharge duration'in the installed equipment and the efforts being made by Applicant a'nd the supplier of the equipment to a

correct those problems.
Although approximately two-thirds of.
the lighting units complied with 10 C.F.R.
Section 50'. 48, Appendix R, Item III.J. by the January 17 date, it was determined that all of the units should be replaced with more

reliable battery systems, a process new substan ially o3 g
complete, but that will require up to an additional month, until February 17, 1982, for completion of required _
documentation.
Accordingly, Applicants hereby supplement the Application to request that the deadline for installation.of:

September 25, 1981, Applicant began installation of the emergency lighting system and on November 11, 1981 (before e

complete.
The equipment was then tested, and the performance t-
, dnortfalls of the battery supplies were discovered.
On December 3, 1981, the equipment vendor for the first time n
stated that-the batteries in the emergency lighting system required cycling before the full eight-hour bettery lifetime

could be achieved.
The vendor provided Applicant with instructions for such cycling, which Applicant found only to x-t provide marginal improvement.
Further adjustments and

testing were undertaken by the equipment vendor, and it was M
finally determined by the vendor in mid-January, 1982, that the systems did not perform to specification due to poor t.
battery quality.
At that time, the vendor agreed to replace r
s
'che batteries, but lacked sufficient supplies.

In the interim, Applicant implemented further g

, modification of the emergency lighting installations by m_
l, reducing bulb wattage from 25 watts to 18 watts per unit and supplying additional b'atteries for certain units.
Applicant crech'arged and retested the units with the result that two-thirds of the units were able to supply eight-hour l

e emergency lighting, with the remainder achieving at least six-hour performance.
These units remained in place and j
operational until replaced with the improved units.

The new higher capacity batteries have now-been w
installed, the bulb wattage restored to 25 watts, and the s
lighting units now meet tlie eight-hour criterion.
Additional i
documentation regarding this installation must be completed prior to.accepEance of the system by the station.

expected that these additional procedural steps will be

As discussed in the Application, extensive fire safety measur'es instituted at SONGS 1 assure that the
. extensi'on requested in the Application will not endanger life or property or the common defense and security, and is otherwise in tlie public interest.
As discussed above, the implementahion'of emerg'ency lighting at SONGS 1 is now practically completed, with the units providing an eight-hour supply.
An additional-month, to complete correction'of the technical problems with the emergency lighting equipment and to ccmplete the required documentation, is in the public interest since it will allow an increase in the continuous duty capability of the emergency lighting units, while permitting continued operation of' SONGS 1.

CONCLUSION Applicant accordingly requests an exemption from the November 17, 1981 deadline for installation of emergency lighting equipment at SONGS 1, to permit installation of such equipment by February 17, 1982.
