BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - SEISMIC RESPONSE FOR PRIMARY bitANCH LINES MAY NOT BE CONSERVATIVE - NCR CEB 79 FINAL REPORT On May 7,1979, Milton Hunt, NRC-0IE Region II, was informed that the subject nonconformance was determined to be reportable in accordance with 10 CFR 50.55(e). This was followed by our interim reports dated June 7 and June 26, 1979, March 18, July.23, and October 15, 1980, and February 6, and August 18, 1981. Enclosed is our final report. TVA considers 10 CFR Part 21 to be applicable to this deficiency.

4 Description of Deficiency Babcock and Wilcox (B&W) specificatio'n 1391 provides TVA with response spectra for use in TVA primary system branch line analyses. Revisions 1 and 2 of this specification provided s'afe shutdown earthquake (SSE) spectra at a single damping value with >1astructions for TVA to use one-half of the SSE data as the, one-half SSE -(operating base earthquake) response spectra.

The damping value used to generate the response spectra was a composite modal damping holu9. Although B&W stated the composite value was in accordance with applic:Eole regulatory guides, the value was conservative only for all pipe sizes un$er S$E loadings. It was not conservative for all piping sizes under one-half SSE loadings. TVA interpreted the spectra as' being in accordance with the aoplicable criteria for all pipe sizes under all loadings and performed ' system analyses accordingly.

A proposed revision 3 reflected refinement of spring rates along with other design chenges and provided new S3E and one-half SSE response spectra for several caraping values. TVA review of the revision 3 data indicates that the revisions 1 and 2 one-half SSE spectra may not be conservative for

branch piping less than 12 inches in diameter.

Safety Implications Because of the unconservativ'e design, analysis the primary system branch lines which are 12 inches or less lin, diameter coul,d fail during an operatingxbase earthquake. These lines are part of a safety-related system and thus.a.feilure of the subject lines could adversely affect the safety j

of operations of the plant!

Correct 1ve Action t

Based on,B&W's calculation for the primary loop specification 1391R3, TVA reanalyzed the: attached piping to incorporate the changes. The Civil e

Engineering Branch (CEB),recently received the specification 1391R3 for review. Some of'the movements ' increased, some new spectra were added, and one set of spectra for the pressurizer increased significantly over the values presented'in the calculation package. Teledyne Engineering Services (TES) and PMB, Incorporated, reviewed their analysis of the new spectra and movements to. determine the effect on completed analyses.

TVA's review of the data and reanalysis, where required, is now completed.

Each problem affected was shown to be conservative or had the new data included. For a listing >of the problems affected, s, the attached list.

Response spectra computer files were updated Septsmber 3,1979. All analyses run subsequestl'y used the correct data. Any revisions or

i modifications resulting from this reanalysis <will be handled as part of the routine design process. No other TVA plants _are'affected.
