Gentlemen:

This letter refers to a special safeguards inspection of Exxon Nuclear Company's Fuel Fabrication Facility on Horn Rapids Road by ftr. B. L. Brock of this office on January 18-20, 1982.

The inspection was conducted in connection with an International Atomic Energy Agency (IAEA) inspection of a United States Nuclear Facility.

It included examination of your program for material control and accounting of special nuclear material according to the requirements of Title 10 Code of Federal Regulations Part 75, " Safeguards on Nuclear Material Imple-mentation of US/IAEA Agreement". Such examinations includes reviews of procedures, a records audit, and interviews or discussions with facility personnel.

Within the scope of this inspection, no items of noncompliance were observed.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice",

Part 2, Title 10, Code of Federal Regulations, documentation of the findings of your safeguards and security measures are exempt from public disclosure; therefore the inspection report will not be placed in the Public Document Room.
