Northern States Power Company, a Minnesota corporation, requests authorization for changes to the Technical Specifications as shown on the attachments labeled Exhibit A and Exhibit B. Exhibit A describes the proposed changes along with reasons for the change. Exhibit B is a set of Technical Specification pages incorporating the proposed changes.

I EX?IIBIT A Prairie Island Nuclear Generating Plant License Amendment Request daced February 1,1982 Proposed Changes to the Technical Specifications Appendix A of Operating Licenses DPR-42 and DPR-60 Pursuant to 10 CFR 50.59 and 50.90, the holders of Operating License DPR-42 and DPR-60 hereby propose the following changes to Appendix A, Technical Specifications:

Specification 4.4.A.S.c, Containment Airlock Leakage Proposed Change Revine Specification 4.4.A.S.c to read:

c. For airlocks, the leakage shall be less than 256 seem at 10 psig for door intergasket tests and 1500 seem at 46 psig for overall airlock tests.

Reason for Change The existing Technical Specification requires airlock leakage to be,

". ..less than the design leakage reported in ' Supplement No. I to Unit 1 Reactor Containment Building Integrated Leak Rate Test - June, 1973', dated June, 1974." This allowable leakage is 256 sec/ min for airlock door seal tests and 409 sec/ min for overall airlock tests.

Airlock shaft seals are in the process of being replaced with new material which is qualified for the design basis accident conditions recommended in NUREG-0578 and NUREG-0737. Modifications to Unit No. I airlocks have been completed. Unit No. 2 airlocks will be modified during the 1982 refueling outage. The new Grafoil seals have been found to have leakage characteristics higher than the original seals. Compliance with the allowable leakage limit, which was established for the original seal material, may not be possible. The original limits were very conservative.

We believe there is a potential for unnecessary plant shutdown and cooldown if airlock tests during plant operation fail to meet acceptance criteria based on the old seal material. We therefore propose that the allowable leakage for overall airlock tests be increased to 1500 sec/ min. This leakage is still acceptably small while providing a comfortable margin to the expected leakage characteristics of the modified shaft seals. Initial tests indicated leakage of 150- 250 sec/ min for new seals.

EXHIBIT A

-2 It should be noted that the Appendix J requirements for total Type B and Type C leakage remain unchanged in the Technical Specifications. The limit on airlock leakage in the Prairie Island Technical Specifications is an additional requirement. It applies primarily to airlock testing conducting between refueling outages when other Type B and Type C tests are not conducted and a total cannot be computed.

Safety Evaluation The requested allowable leakage for overall airlock tests is 1500 sec/ min.

This is a small fraction of the allowable total for Type B and C tests of 0.6L (154,800 sec/ min). Appendix J requirements for total Type B and Type *C leakage (which includes the airlocks) will remain satisfied, r
