1 APPENDIX A NOTICE OF VIOLATION I
Georgia Power Company Docket Nos. 50-424 & 50-425 Vogtle 1 and 2 License Nos. CPPR-108 & CPPR-109 As a result of the inspection conducted on November 17-19, 1981, and in accord-ance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified.
4 10 CFR 50, Appendix B, Criterion V and the accepted -quality assurance program (PSAR 17.1.5) require that activities affecting quality-be accom-plished in accordance with procedures.
Procedure QA-04-12 requires the recipient of procedural changes to transmit a Statement of Receipt to corporate QA to verify receipt. and filing of procedural changes thereby assuring that all controlled copy...snual holders have the latest infor-mation.
Contrary to the above, corporate QA had no Statement of Receipt from controlled procedure manual holders No. 5, 6 and 7 for procedure changes to their QA Department Procedures Manual transmitted by amendment 20 dated

5/13/81.
In addition, procedure manual No. 5 had not been -updated since amendment 15.
This is a Severity Level VI Violation (Supplement II).
i Pursuant to the provisions of 10 CFR 2.201, you are heret,y required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged viola-tion; (2) the reasons for the violation it admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when' full compliance will be achieved. Consideration may be given to extending your response time for good cause shown.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
