In response to my September 4, 1981 m'emora ndum, the EDO
provided comments to the Commission on the Zimmer report on
-
September 18, 1981.
I would like you to review these
comments and to submit, in a separate memorandum, any
responses you wish to make to the EDO comments.
I have
discussed this matter with the General Counsel, and he
believes it is a reasonable approach.
For the interim, I
prefer that you not make the July 30 report a public document.
The General Counsel's opinion is that the report can be
withheld under the Freedom of Information Act.
For your information, I intend to hold a meeting (or meetings
as necessary) with OIA, EDO, and IE as soon as possible
after I have received your response.
Following this, I will
report promptly to the Commission on this matter and, absent
something unforeseen, recommend that all reports and memoranda
on this matter be furnished to the public at that time,
