Dear Mr. Withers:
This is in response to your letter of November 20,1.'
ta you stated your intention to file an application for a license amendment to permit three-loop operation of the Trojan Nuclear Plant. You also urged us to complete our review of a similar amendment request by Duquesne Light for their Beaver Valley facility so that the scope of review for this type of operation would be better defined for your upcoming submittal.
Operation with less than all reactor coolant loops in operation has been designated an NRC multi-plant action item entitled " Westinghouse N-1 Loop Operation." At this point, however, only two licensees of Westinghouse plants have requested approval for operation on N-1 loops:
Duquesne Light (Beaver Valley 1) and Commonwealth Edison (Zion 1 and 2).
Due to the relatively few plants involved and other pressing safety issues, the review has not - as you suggest - progressed as rapidly as we would have liked. Nevertheless, some progress has been made for the Beaver Valley facility, which has evolved as the lead plant for this multi-plant action.
Substantial progress has been made in the instrumentation and control review area. The Reactor Systems Branch review (thermal-hydraulics-transient and accident analysis) will begin in January 1982, and will be completed in September 1982.
We therefore expect to issue our Safety Evaluation Report (SER) addressing
- all aspects of N-1 loop operation for Beaver Valley 1 in September 1982.
We agree that it would be best to hold off on your application until the Beaver Valley SER is finished.
We appreciate your advance notification since it enables us to begin planning now for future work. He are scheduling Trojan's N-1 loop operation review to be completed in fiscal year 1983. We estimate that the review should take about six nonths. Since Trojan does not have loop isolation valves, however, some additional review effort may be needed in this area.
