Dear Mr. Olsen:
The Conmission has issued the enclosed Order that authorizes you to NsDN nantle the Lynchburg Pool Reactor (LPR) in accordance with your applica' UGH dated July 23, 1981, as revised by letters dated Septenber 23, October 16, and November 23,.1981. The dismantling. plan replaces the Technical Speci-fications in their entirety. We will consider termination of License No.
R-47 when the reactor has been dismantled as specified in your dismantling plan.
In your dismantling plan you indicate that you may request that residual activity, following dismantling, be included in your Special Nuclear Material License No. SNM-778. If you elect that option, we will require that the residual radioactivity be described as to the isotopes involved, the curies quantity of each isotope and the depth of penetration of radioactivity in the reactor structures. We will also require that the B&W Decommissioning Plan for SW-778 of December 1978 be modified to include the above information about the residual activity in the LPR structures and also describe decommiss-Toning actions for activity removing when the Snit-778 license is being terminated.
-The related Safety Evaluation, Environmental Inpact Appraisal, and Negative Declaration are also enclosed. A copy of the Order and Negative Declaration are being filed with the Office of the Federal P,egister for publication.
