On August 19, 1980, F. S. Cantrell, NRC-0IE Re'gion II, was informed that the subject nonconformance was determined to be reportable in accordance with 10 CFR 50.55(e). This was followed by our interit.rreports dated September 18 and December 10, 1980 and olic final report dated March 23,.

1981. As discussed with R. V. Crlenjak by telephone on December 21, 1981, enclosed is our revised final report. The reason for the revision is tio change the expected completion date of the corrective action. The'date for completion has been-delayed because the subject cables ree providing power to support construction activity until the unit 2 13.8 kV switchgear is-energized. When the 13.8 kV switchgear is energi::ed, the" subject cables will be removed. The corrective action on this matter will be completed by April 7, 1982.

s Description of Deficiency The 600-V and 8-arx215-kV power cables, types CPJ and CPSJ, which have been installed in cable trays at Bellefonte Nuclear Plant are not qualified to the flame test requirements of IEEE 383-1974..These cables were purchased before TVA's commitment to IEEE 383-1974 and were mistakenly l

installed in cable trays.

Safety IImlications, Cables in cabl'e trays are requirst to meet the IEEE 383-1974 flame test to help control the spread of fires in cable trays. Failure of the cables to meet the flame test could lead to cpread of the fire beyond limits for which the plant was designed. The subject condition, had it remained uncorrected, could have affected adversely the safe operation of the plant.

, Correct'ive tction All cable of this type has been identified and will be ranoved frcm cable trays in safety-rehtei areas. '1he replacement cables will be qualified to IEEE 383-1974. The replacement of this cable is presently in progress, with the changeout to be completed by April 7, 1982.

The cable types reflected in this NCR have been " written" out of the cable routing program at Bellefonte. Since al1 cafety-related cable at Bellefonte is routed by ccn:puter, this type of cable is essentially removed frcm the Bellefonte " stores" for cable trays. Cables installed in conduit will nct necessarily be removod, as the conduit itself will prevent flame spread.
