AFFIDAVIT OF CHUN-MONG JAN REGARDING CONTENTION 2 (VERIFICATION AND ACCEPTANCE OF COMPUTER CODES I, Chun-Mong Jan, being first duly sworn, do depose and state:
I am employed by Gibbs & Hill, Inc.,.in the position of Chief Engineer-Special Analysis.
.I. directed the use and. verification of the computer codes used by Gibbs & Hill in structural dynamic analyses of the buildings at Comanche Peak, as set forth below.
A statement of my educational and professional qualifications is attached I
to this affidavit.
The purpose of.this affidavit is to establish that certain computer codes specified by Gibbs & Hill in the Comanche Peak
~ Final Safety Analysis Report ("FSAR") use accepted engineering mathematical techniques and that these codes have been properly

.t The codes which are the subject of this affidavit are the STARDYNE, SCONV_and SPECTRA codes.
The STARDYNE code is operated and maintained by Control Data Corporation (CDC).
CDC provides access to the STARDYNE code to Gibbs & Hill and other users through its service bureau.
The SCONV.and SPECTRA codes were developed by Gibbs & Hill.
The STARDYNE code is one of the largest and most powerful i
and widely recognized codes in the public domain for performing _ structural analyses'of buildings.
It has been employed for approximately twelve (12) years by many engineering organizations'in performing a variety of static and dynamic structural analyses.
Gibbs & Hill has used the code for eight (8) years in performing static and dynamic analyses of buildings.
As a result, Gibbs & Hill believes that STARDYNE satisfies NRC Standard Review Plan acceptance criteria as "a recognized program in the public domain that has had sufficient history'of use to justify its.
applicability and validity without further demonstration."

The SCONV code uses convolution' integration to solve dynamic problems;for linear elastic systems.
The integration technique employed by the code is recognized and used in'the i
field of. dynamic analysis.
Gibbs & Hill has verified this code by comparing results obtained from sample problems t
using the code of CSMP, which is one of the well I
recognized and accepted IBM scientific subrontine programs.

e The SPECTRA code is a subroutine which provides spectral accelerations corresponding to a set of specified pairs of frequencies and the associated modal damping values through the interpolation of the prescribed ground response spectra.
Gibbs & Hill has verified this code by comparison of results obtained from SPECTRA with those interpolated from NRC Regulatory Guide 1.60.
