Dear Mr. O'Reilly:

BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - DEFICIENT PIPE SUPPORTS -

BLRD-50-438/81-31, BLRD-50-439/81 FIRST SUPPLEMENTAL REPORT The subject deficiency was initially reported. to NRC-0IE Inspector P. Taylor on April 6, 1981, in accordance with 10 CFR 50.55(e) as NCR BLN BLP 8109 This was followed by our_ first interim: report dated May 6,1981, our final report report dated September 3,1981, and our revised final report dated September 28, 1981. NRC-0IE Inspector R. V. Crlenjak was. notified by telephone on December 15, 1981 that the nonconforming condition, described in NCR BLN BLP 8130 (nonreportable), had been discovered as a result of a design review which took place as part of the corrective action necessary to resolve NCR BLN BLP 8109. The error discovered during the design review concerns an improper entry in the thermal movement column of one design load drawing (Drawing No. 3BH0419-NV-04). Because a zero was entered in the thermal movement column of this.

drawing, the design of approximately 20 supports may be inadequate. 'We expect to submit our next report by Juns 22, 1982.
