DESCRIPTION:

Preoperational Testing of Instrument Air and Control Air Systems (Applies to all air systems that supply) air to loads that are

.l important to safety.

OBJECTIVE:

Sets forth Guidance on testing methods acceptable to NRC staff for OL's i.e.

o Preoperational testing for instrument and control air systems to demonstrate operability 4

for service and the response or interactions resulting from simulated loss of air and air overpressure transients.

j o Testing to be conducted to terify air system performance after major modification and repair or where the systems may have been subjected to l

contamination.

BACKGROUND:

o R.G. 1.68.3 is intended to update and replace R.G.1.80 that covered only the instrument air systems.

o R.G. 1.68.3 is expanded in scope beyond R.G.

l.80 and now includes (1) testing of control air and the instrument air systems, (2) additional tasts to simulate the loss of air

and air overpressure transients.

o R.G.1.6.3 deletes several of the positions previously in.R.G. 1.80 that experience showed to be impractical.

It is unclear that position #10 will yield significant benefits or realistic results unless large air loads are actually to be tested under intended plant operations as opposed to startup conditions.

Total cost implications of R.G.1.68.3 are not specified but these could easily fall into 75K to 150K rarge. The
