Report No. 70-1113/81-11 This refers to the routine safety inspection conducted by Mr. L. A. Franklin of this office on September 21-25, 1981, of activities authorized by NRC License No.
SNM-1097 for the Wilmington Manufacturing Department facility.
Our preliminary findings were discussed with Mr. W. J. Hendry, Manager, Regulatory Compliance, of your staf f at the conclusion of the inspection.
Areas examined during the inspection and our findings are discussed in the enclosed inspection report.
Within these areas, the inspection consisted of selective e>.iminations of procedures and representative records, interviews with personnel, and observat;ons by the inspector.
During the inspection, it was found that certain activities under your license appear to violate NRC requirements.
This item and references to pertinent requirements are listed in the Notice of Violation enclosed herewith as Appen-dix A.
Elements to be included in your response are delineated in Appe:: dix A.
We have examined actions you have taken with regard to previously identified enforcement matters and unresolved items. The status or these items is discussed in the enclosed report.
One new unresolved item is identified in the er, closed inspection report.
This item will be examined during subsequent inspections.
On October 15, 1981, an unplanned release of radioactivity occurred at the Wilmington facility. While the dose to members of the general public as a result of this release was negligible, we are concerned that you did not promptly assess the potential dose to members of the general public at the time of the release.
Consequently, in yo.e reply, describe in detail those actions taken or planned to improve the timeliness of your asse:sments of doses to members of the general public following unplanned releases.
