This refers to the routine safety inspection conducted by Mr. B. R. Crowley of

this office on October 26-28 and November 3-6, 1981, of activities authorized by

NRC License Nos. NPF-2 and NPF-8 for the Farley facility.

Our preliminary

findings were discussed with Mr

J. A. Woodard, Assistant Plant Manager, at the

conclusion of the inspection.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report.

Within these areas, the inspection consisted of

selective examinations of procedures and representative records, interviews with

personnel, and observations by the inspector.

During the inspection, it was found that certain activities under your license

appear to violate NRC requirements.

This item and references to pertinent

requirements are listed in the Notice of Violation enclosed herewith as Appen-

dix A.

Elements to be included in your response are delineated in Aopendix A.

We have examined actions you have taken with regard to previously identified

enforcement matters and unresolved items. The status of these items is discussed

in the enclosed report.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure (s)

will be placed in the NRC's Public Document Room unless you notify this office,

by telephone, within ten days of the date of this letter and submit written

application to withhold information contained therein within thirty days of the

date of this letter. Such application must be consistent with the requirements

of 2.790(b)(1).

Should you have any r,uestions concerning this letter, we will be glad to discuss

them with you.
