Dear !1r. fforisi:

\\

Ue are continuinq our review of your response to IE Bulletin 80-11 p

N concerning masonry wall design and have identified the need for additional information.

~,

Accordingly,'please provide the information identified in Enclosure 1 within 45 days of receipt of this letter.

O!8 clearance is not required for this request since it is being transnitted to nine or fewer addressees.

Please contact your flRC Project ihnager should you have any questions.

Summariztd List of Quastions (Based on the Review of Pilgrim Unit 1 [1])

1.

With respect to the equivalent static analysis, the Licensee should provide justification for the use of the amplification factor of 1.3 to account for multi-mode effects.

2.

With regard to the availability of the amplified response spectra, the Licensee stated that "if no ARS is available, earthquake loads may be evaluated based on a rigid range acceleration value as determined by the original building seismic analysis.

In this case the wall must be shown to have a fundamental frequency greater than the rigid range cutoff frequency value." The Licensee should indicate how the rigid range acceleration and cutoff frequency could be determined.

3.

For the permissible strain of non' shear walls, the Licensee should provide the technical basis for using 0.1% and 0.01% for confined and

' unconfined walls, respectively.

4. [1] provided the design criteria for reinforced masonry,

walls for Pilgrim Unit 1.

The Licensee should also provide the design criteria for unreinforced masonry walls.

5.

With respect to the non-linear behavior analysis of masonry structures, it would be advisable not to resort to this approach, if possible.

However, if the Licensee chooses to adopt this approach, conclusive evidence muct be submitted.

o 6.

With respect to the special inspection category of stress values, the Licensee should indicate if the construction practice for the masonry structures at Pilgrim Unit 1 was in conformance with the provisions specified for the special inspection category in ACI 531-79.

7.

For tension normal to bed joints, an increase of 50% over'the allowable value for normal loads was assigned to-factored loads. However, the SEB criteria [2] allow only up to 30%.

The Licensee should identify literature references or test data to support the use of a factor of 1.5.

8.

In Exhibit G of Attachment 3 [1], for factored loads, a factor of 1.5 was ~

introduced for allowabic shear with no special reinforcement (both in-plane and out-of-plane). SEB criteria [2) suggest a factor of 1.3.

The Licensee should cite literature references or test data to support the use of a factor of 1.5.

In addition, the informati.on identified in Items 9 through 12 should be provided:

9.

Appendices C, H, I, and J of Attachment 2 to Ref erence l' 10.

Results of analyses for tornado, pipe break outside containment (PBOC) loadings, and thermal effects r,eport of the final reevaluation mentioned in Reference 1 11.
