APPENDIX A NOTICE OF VIOLATION Carolina Power and Light Company Docket Nos. 50-324 and 50-325 Brunswick 1 and 2 License Nos. OPR-71 and DPR-62 As _ a result of the inspection conducted on September 14-18, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980),
the following violations were identified.
A.
Technical Specification Section 4.7.8.a requires the fire barrier penetra-tions protecting safety-related areas to be verified functional by a visual inspection at least once per 18 months.
Contrary to the above, fire barrier penetrations protecting safety-related areas of Unit I reactor building, control building, 23-foot elevation of diesel generator building and A0G building had not been verified functional by a visual inspection within 18 months following the June 5, 1979 inspec-tion.
This is a Severity Level V Violation (Supplement I.E).
B.
Technical Specification Section 6.8.1.f requires written procedures to be established, implemented and maintained on the fire protection program.
Contrary to the above, the procedures for the fire protection program were not met in that:
(1) All of the fire brigade members had not received the initial fire brigade training as required by Fire Protection Procedure FP-1, Plant Fire BrigadesSection III.B.
(2) Fire brigade drills were not conducted for each quarter of 1979, 1980 and 1981 as required by Fire Protection Procedure FP-1, Plant Fire BrigadesSection III.C.1.
This is a Severity Level V Violation (Supplement I.E).
C.
License Condition, Paragraph 2.8.(6) for Unit I and Paragraph 2.B.(7) for Unit 2, requires the rnodifications identified in Paragraphs 3.1.1 though 3.1.35 of NRC's Fire Protection Safety Evaluation Report to be completed prior to the return of operation for cycle 2 and cycle 3 fcr Units 1 and 2, respectively.
These dates w ra April 12, 1979 for Unit I and May 15, 1979 for Unit 2.

DPR-71 and DPR-62 Contrary to the above, modification 3.1.23, which requires the provision of 16 self contained breathing apparatus and 32 spare cylinders, was accom-plished within the time specified, but on September 14-18, 1981, the required number of serviceable spare cylinders was not available.
This is a Severity Level VI Violation (Supplement I.F).
D.
Technical Specification, Section 6.8.1.a requires written procedure to be established, implemented and maintained for items recommended in Appendix A of NRC Regulatory Guide 1.33.
Item G. of Appendix A lists the procedures for the control of radioactivity including the respirator protection program as items which are to be included in the plant's administrative control procedures. The licensee's Radiation Control and Test Procedure RC&T-0220, Volume VIII, Section 8.3.7 requires all personnel who are required to use respiratory protection to be retrained annually.
Contrary to the above, the respirator protection procedure was not imple-mented on September 14-18, 1981 in that all shift forenen (fire team leaders) and fire brigade members had not received the training required by Procedure RC&T-0220, Volume VIII, Section 8.3.7 This is a Severity Level V Violation (Supplement I.E).
Pursuant to the previsions of 10 CFR 2.201, you are hereby required to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged viola-tions; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Consideration may be given to extending your response time for good cause shown.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
The responses directed by this Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
