On November 9,1981, the Division of Licensing (DL) completed the review of your applications dated October 26 and 30,1981, and issued Amendment No. 24 to Facility Operating License DPR-34. These applications related to a temporary change to the Technical Specifications for relief from LC0 4.2.7.c (PCRV Pressurization) and to TI11-2 Lessons Learned Technical Specification Changes for the Fort St. Vrain Generating Station. Fees pursuant to 10 CFR 170.22 were not remitted with your applications.
Based on information provided by the DL staff as a result of their final review of your applications, it has been determined that a Class III fee
($4,000) is appropriate for the October 26 application since this review involved consideration of a single safety issue and a Class II fee ($1,200) is appropriate for the October 30 application since the requested action was administrative or pro forma in nature. Although the October 2,1981 letter from James R. Miller to 0. R. Lee and the July 2,1980 letter to licensees stated that the application related to Category A Lessons Learned itous would be exempt from fees per 10 CFR 170.11, this preliminary determi-nation by the staff was reevaluated and most licensees have been informed that an exemption from fees is not justified.
(Refer to the enclosed August 7,1980 letter to All Operating Power Reactor Licensees). Therefore, you are requested to submit the sum of $5,200 to our office.
