Gentlemen:
This refers to the inspection conducted by Mr. II. W. Roberds of this of fice on lloverber 16-19, 1981, of your facility at Portland, Oregon, associated with fabrication of nuclear pumps and to the discussions of our findings with Un E. Tharp and nenbers of your staff at the conclu-sion of the inspection.
This inspection was made as a result of: (1) the discovery of reac-tor coolant pump closure stud wastage due to boric acid corrosion at Oconee, Units 2 and 3; (2) the identification of a missing keyway on the shaf t of a reactor coolant pump which had been furnished to Bellefonta, Unit 2; (3) a 10 CFR Part 50.55(e) construction deficiency report pertaining to improper fit between the impeller and shaf t of a reactor coolant pump at Bellefonte, Unit 1; (4) a 10 CFR Part 21 Report concerning the use of a lube oil cooler on an energency feedwater pump which had been furnished to Virgil C. Sumer, Unit 1, that did not neet the design requirerents of the ASME Code; and (5) the nisorientation of the lubricant oil cooler on the high pressure make-up injection punps at WPdSS-WilP 1/4.
Areas exanined and our findings are discussed in the enclosed r,-port.
Within these areas, the im,pection caosisted of an examin6 tion of pro-cedures and representative recores, interviews with personnel, and ob-servations by the inspector.
During the inspection it was found that the inplementation of your QA prn-gran f ailed to neat certain NRC requirenents. Tha specific findings and references to the pertienent requiresrnts are identified in the enclosures to this letter.

Bingham-Hillamette Company Picase provide us within 30 days from the date of this letter a written statement containing: (1) a description of steps that have been or will be taken to correct these items; (2) a description of steps that have been or will be taken to prevent recurrence; and (3) the date your corrective actions and preventive measures were or will be completed. Consideration may be given to extending your response time for good cause shown.
The response requested by this letter is not subject to the clearance pro-cedures of the Office of itanagement and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the Public Document Room.
If this report contains any information that you believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by telephone within 10 days from the date of this letter of your intention to file request for withholding; and (b) submit within 25 days from the date of this letter a written application to this office to withhold such infomation.
If this letter has been delayed such that less than 7 days are available for your review, please notify this of fice pronptly so that a new due date may be established.
Consistent with section 2.790(b)(1), any such application must be accompanied by an affidavit executed by the owner of the infomat. ion which identifies the document or part sought to be withheld, and which contains a full statement of the reasons on the basis which it is claimed that the information should be with-held f rom public disclosure. This section further reoutros the statemnt to address with specificity the considerations listed in 10 CFR 2.790(b)(4).
The informatien snught to be withheld shall be incorporated as far as possi-ble into a separate part of the af fidavit.
If we do not haar from you in this regard within the specified periods noted above, the report will be placed in the Public Document Room.
