Dear Mr. Denton:
Enclosed are three (3) originals and forty (40) copies of Technical Specification Change

Request No. 67 requesting an amendment to Appendix A of Operating License No. DPR-
- 72. As part of this request, proposed replacement pages for Appendix A are enclosed.
This change would alter current oa-site administrative controls in two major areas:

1)
The Plant Review Committee (PRC) composition is expanded to provide l
additional members from several plant departments.
2)
The procedure review process is expanded to provide an alternate review process not including the PRC in pre-implementation review of certain procedures.
j Florida Power Corporation considers Chnge Request No. 67, Rev. I to be a Class 11 j
amendment per 10 CFR 170.22 as it involves a single issue that is administrative in 4
nature.

The license fee in the amount of one thousand two hundred dollars ($1,200) and a signed copy of the Certificate of Service for Technical Specification Change Request No. 67, i
Rev. I to the Chief Executive of Citrus County, Florida, are enclosed.
