EP 209 Telephone List for Emergency Use Action Level The site Emergency Coordinator is activated for the following classes of emergencies:

1.

Site Area Emergency (EP-104) 2.

General Emergency (EP-105)

Procedure NOTE:

The EOF is located in the Unit 1 Administration Building, on the second floor.

The EOF is the central location for coordinating response activities of on-site and off-site urganizations.

The major functions of this facility include:

1) environmental and radiological surveys 2) analysis of off-site samples 3) electric power coordination and planning 4) dose projection calculations i

5) coordination with off-site agencies.

The EOF function is posa.ible under any of the emergency classifications.

Immediate Actions 1

i 1.

The Site Emergency Coordinator shall:

a.

Proceed to the Emergency Operations Facility b.

Report organizationally to the Emergency Control Officer.

c.

Notify the following (see EP-209 for telephone numbers):

(1)

Emergency Control Officer.

(2)

Nuclear Regulatory Commission, Region I, Office of I

Inspection and Enforcement, if not previously notified by the interim emergency director or emergency director (red phone, when installed).

(3)

Department of Energy, Bookhaven Area Radiological l

Assistance Prngram (if hazards extend outside the site boundary).

Advise Bureau of Radiation Protection when this notification is to be made.

The Site Emergency Coordinator is responsible for the following:

Maintaining awareness of plant status and being alert to potential off-site consequences of the emergency.

and the Off-Site Emergency Organization, when activated, to obtain necessary additional facilities, equipment, i

supplies, personnel, or technical services.

Coordinating with the Emergency Control Officer concerning personnel, equipment, and materials expected to arrive at the plant site.

F.nsuring preparations are made for chack-in of incoming personnel, especially with regard to cite area access control, indoctrination of visiting personnel, maintenance of proper security, issuing dosimeters and preparing exposure records, and distribution of protective clothing and equipment, e.

Providing management direction for the establishment and functioning of the Emergency Support Centar.

Supervising the functioning of the Emergency Operations Pac ili ty,

Reviewit:g with the Emergency Director the current status of information provided to agencies of the Off-Site Emergency Organization and relieving the Emergency Director of this responsibility.

The Site Emergency Coordinator will then serve as the primary on-site contact for Federal, State, and local emergency response agencies which dispatch personnel to the plant vicinity, and vill provide status and assessment information to agencies of the Off-Site Emergency Organization.

1.6 Assign a Communications Coordinator to commence' notification of the appropriate parties as spacified in Section 2.1 of this procedure.

1.7 Assign a Plant Operator or equivalent as Communicator t.o man the NRC RED telephone in the Control Room on a continuous basis if required by procedure A-31.

1.8 Direct the activation of the Technical Support Center in' accordance with EP 201, Technical Support Center (TSC)

Activation.

1.9 Direct the Radiation Protection Team Leader to initiate site radiation surveys as necessary, in accordance with EP-205, Radiation Protection Team.

1.10 Initiate the implementation of EP 316, Cumulative Population Dose Calculations, if necessary.

1.11 Assign an Operations Support Center Coordinator and direct available shift-personnel to report to the Operations Support l

Center and to activate it in accordance with EP 202, if habit-able.

If the Operations Support Center is NOT habitable, direct shift personnel to report to the Control Room.

2.4 Provide the Dose Assessment Group with pertinent information and direct group members to assist, as necessary, with dose rate calculations and determination of radiological consequences.

3.2 Sample primary coolant and drywell atmosphere as nec saary in ccordance with HPO/CO procedures.

3.3 In the event of a large radioactive liquid spill, obtain samples of the liquid and analyze in accordance with IIPO/CO procedures.

3.4 Sample atmosphere and river water as necessary in accordance with HPO/CO procedures.

3.5 Report results to the Chemistry Sample and Analysis Group Leader.

FOLLOW-UP ACTIONS 1.0 Radiation Protection Team Leader shall:

1.4 Maintain a list of the personnel to whom dosimetric devices are distributed.

1.5 Commence follow-up actions.

PART B, PERSONNEL BIOASSAY 1.0 Personnel Dosimetry, Bicassay, and Respiratory Protectio,n

1.1 Report to the area designated when directed by the Radiation Protection Team Leader and pick up sample l

containers necessary for bioassay specimens.

1.1 Establish a dosimetric device collection station.

Personnel will participate in search and rescue operations' on a voluntary basis.

2.

Proper radiological controls must be adhered to as much as practicable during search and rescue operations.

This activity is exempt from Radiological Work Permit (RWP) requirements.

3.

Team member's exposure should be limited to the administrative guide levels in Appendix EP 207A-1, Emergency Exposure Limits.

IMMEDIATE ACTIONS 1.0 Personnel Safety Team Leader shall:

1.1 Select volunteers with first preference to be members of the Personnel Safety Team to form Search and Rescue Group (s).

Each group shall consist of at least three membersr one must be qualified'in first aid, one must be a Health Physics Technician, and the third person should be qualified in first aid.

All will be familiar with the plant.

1.2 Appoint the most qualified person of the three to be the Search and Rescue Group Leader and to carry out Section 2.0 of this procedure.

1.3 Inform the Emergency Director that Search and Rescue Group (s) have been formed.

1.4 Obtain exposure limit from the Emergency Director for this activity.

If subsequent search and rescue opera-tions are necessary, the Emergency Director will adju:st the radiation exposure limit accordingly.

1.5 Coordinate all Search and Rescue Groups so that duplication of effort and unnecessary radiation exposure is minimized.

1.6 If offsite medical help is necessary, request the Emergency Director to contact the necessary ambulance, hospital or physician in accordadce with EP 207C, First Aid (Immediate Actions Section 4.0).

Confirm proper equipment, clothing, and dosimetry with the Personnel Safety Team Leader.

2.2 Obtain the following information prior to performing search and rescue operations:

a.

last known location of each individual b.

the job each individual was working on c.

any significant plant status known that may affect the search and any special instructions, d.

number of missing persons.

2.3 Ensure the group is equipped with a first aid kit.

2.4 Lead the group to the last known location of the missing individual.

If necessary, expand the se' arch'to adjacent areas.

2. 5 Inform the Personnel Safety Team Leader of ail the actions of the group and whenever the group locates any missing personnel.
