Plant, Lusby, Maryland of activities authorized by NRC License Nos. DPR-53 and

DPR-69, and to the discussions of our findings held by Mr. Architzel with Mr. L.

Russell and other members of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the enclosed report.

Within these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, measurements by the
inspector, and observations by the inspector.
Apparent Violations of NRC requirements are set forth in Appendix A and categorized

into the levels described in Federal Register Notice 45FR66754 dated October 7,
1980. A reply to this letter is required; it should be prepared in accordance
l
with the instructions in Appendix A; it is not subject to the clearance procedures
'
of the Office of Management and Budget under the Paperwork Reduction Act of
1980, PL 96-511.

In accordance with 10 CFR 2.790(a), this letter and enclosure will be made

public unless you notify this office by telephone within 10 days of the date of

this letter and submit written application to withhold information contained

therein within 30 days of the date of this letter.
