TWO-HUNDRED-SIXTIETH MEETING 0F THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, DECEMBER 10-12, 1981
Dear Dr. Palladino:
The Advisory Committee on Reactor Safeguards held its 260th meeting in Washington, DC on December 10-12, 1981.
Items considered at this meeting are summarized below.
260th ACRS Meeting The Committee met with representatives of the NRC Staff and Combustion Engineer-ing, Inc. to review the request for final design approval for the standard nuclear steam supply system (Standard Reference System 80 described in CESSAR).
The Committee met with representatives of the NRC Staff and Arizona Public Service Company to review the request for a full power Operating License for the Palo Verde Nuclear Generating Station Units 1, 2, and 3.
Reports on the CE Standard Reference System and the Palo Verde station have been sent to you.
The Committee approved a memorandum to the E00 concerning occupational exposures at the Palo Verde Nuclear Generating Station and other System 80 plants.
The Committee approved a memorandum to the ED0 containing ACRS recommendations regarding a proposed reaulatory guide on Qualification Acceptance Tests for Snubbers Used in Systems Important to Safety.
Final Committee action on this guide has been deferred pending review by the Generic Requirements Review Connittee.
The Committee approved a report to Jerry D. Griffith, DOE, concerning DOE's review of the final draft of the Department of Energy response to Public Law 96-567, the Nuclear Safety Research, Development, and Demonstration Act of 1980.
The Committee approved a reply to you discussing the timing and scope of the ACRS annual report to Congress on the NRC Safety Research Program budget, the annual report to the Commission on the RSR program, and the Long Range Research Pl an.

The Committee met with you and Commissioners Ahearne, Bradford, and Roberts to discuss the proposed scope and content of ACRS annual reports to the Commission and the Congress on the NRC Safety Research Program budget and the Long Range Safety Research Program plan, qualification of operating organizations at nuclear power stations, and the management of information related to regulatory licensing activities.
The Committee met with V. Stello, Deputy Executive Director for Regional Opera-tions and Generic Requirements in his capacity as Chairman of the Generic Requirenents Review Committee to discuss the proposed NRC plan for identifying, prioritizing, and resolving safety issues.
The Committee was briefed by member. of the NRC Staff regarding NRC efforts to improve the reporting of operating experience data by licensees through a pro-posed licensee event report (LER) rulemaking (10 CFR 50.73).
