I C0HSUMERS POWER COMPANY ttIDLN4D PLANT, UNITS 1 AND 2 DOCKET HOS. 50-329 AND 50-330 ORDER EXTENDING C0HSTRUCTION COMPLETI0ll DATES Consumers Power Corpany is the current holder of Construction Pernit Hos. CPPR-81 and CPPR-82 issued by the Atonic Energy Corxitssic,* on Decerber 15, 1972, for the Midland Plant, Units 1 and 2.

These facilities are presently under construction at the applicant's site on the south shore of the Tittabawassee River in flidland County, flichigan. By letter dated July 22, 1981, Consuners Power Conpany filed a request for an extension of the latest construction completion dates for the facilities to December 1,1984, for Unit 1 and to July 1,1984, for Unit 2.

This extension was requested due to (1) a significant increase in the quantities of projected bulk com-modities, and (2) a labor strike which occurred in !!ay 1978 and lasted for 44 days.

This action involves no significant hazards consideration, good cause has been shown for the delay, and the requested extension is for a reasonable period, the bases for which are set forth in the staff evaluation. The preparation of an environtental 1 Tact statenent for this particular action is not warranted because there will be no significant environtental irpact attributable to the Order other than that which has already been predicted and described in the Cumission's Final Environmental Statetent-Construction Permit Stage for the Midland Plant, Units 1 and 2, published in March 1972.

A Megative Declaration and an Environmental Impact Appraisal have been prepared and are available, as are the above stated documents, for public inspection at the Comission's Public Docunent Room,1717 H Street, N.W., Washington, D. C.

20555 and at the local ot.f fective January 20, 1975, the Atonic Energy Comission becare tne Nuclear Regulatory Comission and permits in effect on that date continued under the authority of the Huclear Regulatory Comission.
