Independent Measurements (NDE) by NRC at Beaver Valley, Unit 2 This letter is to confirm the NRC Region I plan to perfonn an independent verification inspection using the NRC NDE van and contractor technicians under NRC dir'ection at the Beaver Valley Unit 2 facility. This was discussed by Mr. G. A. Walton, NRC Senior Resident Inspector with Mr. R. Coupland of your staff on December 22, 1981 at the site.
We consider this as an independent verification inspection of construction at tie Beaver Valley 2 site. Construction activities and materials will be sampled through nondestructive examinations as a supplement to our existing on-going inspection efforts.
Similar future nondestructive examinations by NRC are planned on a routine basis at other licensee construction sites.
The inspection is expected to begin on January 18, 1982 and will take approximately six weeks to complete.
Preliminary planning will be done during the first two weeks which will include an on-site meeting of NRC representatives with licensee and contractor personnel to discuss the scope of the program, security requirements for the NRC van, contractor personnel access requirements and licensee interfaces.
Nondestructive examinations will be done during the third and fourth weeks of the cycle and will include the spectrum of NDE techniques used during construction. To minimize the impact on normal site activities, backshift hours will be used whenever possible, particularly for the performance of radiography.
Licensee representatives will be kept informed of our progress and significant findings and at the conclusion of the on-site activities, en exit meeting with licensee personnel will be conducted in accordance with our normal practices.
The evaluation of examination results and preparation of an inspection report will be completed during the final two weeks of the cycle and the results will be transmitted to you via the nonnal NRC reporting mechanism.
