This is in response to your letter dated September 3,1981 which transmitted changes to your Funaamental ttuclear Material Control Plan.
We have detennined that approving these changes will not endanger the common defense and security and that it is othemise in the public interest to do so. Therefore, effective irmiediately, wa are revising License Condition 2.1 of Amendment ilo. !!PP-3 to your License tio. SiiM-1097 to read as follows:
2.1 The licensee shall follow the Fund 1 mental fluclear Material Control Plan as specified on pages xix through xxiv dated July 6,1981 as they were revised with the letter dated August 13,1981 (except pages 3-16 through 3-22, pages 7-7 through 7-17, Appendix A, and as stated in License Condition 2.3), as specified on page xxvi dated July 6,1981 (which contains descriptions of acceptable alternative safeguards systems for meeting regulatory requiraaents),
as amended by pages dated Aug: nt 7,1981, and as revised in accordance with the provisions of 10 CFR 70.32(c).
We have established that the attachaenes to your letter dated September 3, 1981 contain information of a type specified in 10 CFR 2.790(d). Accordingly,
- nrsuant to Section 2.790(d)(1), such information is deemed to be cormiercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with tne provisions of 10 CFR 9q2.t g'
