NRC License SNM-1097, Docket #70-1113 This letter confirms our telephone conversation of August 6,1981, wherein we discussed radiation levels for unrestricted use and/or disposal of materials.
I understand that the EPA has established a standard for radium which is 5 picocuries.
The DOT in 49 CFR 173.389(e) defines radioactive material as material in which the activity from ionizing radiation does not exceed 2,000 picoeuries per gram and is uniformly distributed.
Based upon our discussions, I understand that the guidelines for making decisions regarding unrestricted use and/or disposal of material by a licensee are as follows:
- 1) Any mat erial, regardless of the isotopes present, with 5 pico-curien per gram or less activity, may be considered acceptable for unrestricted use and/or disposal.
- 2) Matrials with activity in excess of 5 picoeuries per gram must be subjected to NRC review prior to any unrestricted use and/or disposal.
The review is to include a characterization of the activity, the isot.spes involved and a description of the intended unrestricted use and/or disposal.
I also understnad, notwithstanding the NRC guidelines for licensees, the licensee must also comply vith all other requirements imposed by t.gencies which regulate the use and/or disposal of matertals.
