DEisenhut GCwalina Glainas DCrutchfield In accordance with the Nuclear Regulatory Corrmission's Memorandum and Order (CLI-81-25) in the Matter of Commonwealth Edison Company (Dresden Nuclear Power Station Unit 1) Docket No. 50-10, September 28, 1981, I have determined that the activities authorized by Amendment No. 35 to Facility Operating License No. DPR-2 present no significant hazards consideration. Supporting documentation is provided in the enclosed
" Safety Evaluation by the Office of Nuclear Reactor Regulation Supporting Amendment No. 35 to Facility Operating License No. DPR-2, Commonwealth Edison Company, Dresden Unit No.1, Docket No. 50-10",
dated December 18, 1981, and the materials referenced therein.
Accordingly, the Division of Licensing has issued, by a separate transmittal lettcr, Amendment No. 35 to License No. DPR-2.
The amendment authorizes the chemical decontamination of the primary cooling system, revises the Technical Specifications.to permit decon-tamination without requiring containment integrity since there is no fuel in the reactor and the primary cooling system is depressurized.
The amendment also authorizes the exclusion of the radioactive liquid storage tanks in the seismically designed chemical cleaning building from the above grade storage curie limitations.
The amendment does not authorize operation of Unit 1 subsequent to the clemical cleaning. Such authorization will be the subject of a separate licensing action.
A copy of the Federal Register Notice is also enclosed.
