%I Reference 1: SMUD 6-12-81 Letter to flRC Reference 2: S!!UD 11-10-81 Letter to !!RC Reference 3: SMUD 12-1-81 Letter to flRC In the above Reference 1 letter, you indicated that the construction of the new fluclear Service Electric Building (f4SEB) at Rancho Seco required the erection of a tower crane. The crane is located in a position where loads could be carried over the auxiliary building and safe shutdown equipment, including the control room. To prevent movement of loads over i

safe shutdown equipment, you proposed to use administrative controls.

l SMUD recognized that this situation represents an unreviewed safety question, and thus requested liRC approval for use of the crane in this manner.

j In performing our review, we identified inadequacies in the crane's l

seismic analysis. Subsequently, you proposed a guy wire restraint system (Reference 2) be attached to the crano to prevent damage to safe shutdo.n equipment if the crane should collapse during an earthquake.

The Reference 3 letter supplied us with additional information on the restraint system analysis.

We have completed our review of your request and hereby approve the use i

of the tower crane for : construction of the ilSEB, provided the following conditions are met:

1) Upon completion of construction of the flSEB, the tower crane will be dismantl R1.

2) Guy wire restraints are installed on the tower crane in accordance with the design and recommended modifications of Bechtel Power Corporation's flovember 30, 1981 letter flo. BSL-2185 to J. V. !!cColligan.

This letter was transmitted to us via Reference 3.

3) Administrative controls are placed upon crane operation to prohibit the carrying of loads over safe shutdown equipnent (including control rod drive trans faners and the security system CAS).

4) Crane operators will be trained, qualiflied and conduct thenselves i

in accordance with Chapter 4-3 of AftSI B30.4-1973, " Portal, Tower and Pillar Cranes."

5) Load handling instructions will be developed and implemented.

6) Operating procedures that define safe load travel paths will be developed and implemented.

Enclosed is our Safety Evaluation Report in support of our conclusions.
